A two-day working weekend at Sokol in Malá Strana. 61 residents of Prague 1 chosen by lot went through a strategic map of problems, voted across four pillars and determined for themselves the priority the citizens' assembly will focus on.

What this chapter addressed

Participants worked with the Sustainable Development Strategy of the Prague 1 district divided into four pillars (individual, economic, environmental, social-political). The strategy contains dozens of strategic goals — from overtourism through parking capacity to the trustworthiness of the authority.

The aim of the weekend was to choose a topic that is specific, tractable and where real recommendations can be formulated within a horizon of one year. Not everything, but one thing — the most pressing.

Friday was about getting to know each other and mapping what works in Prague 1 and what troubles it. Saturday was about how to pick priorities from a thousand observations — pillar by pillar, by voting.

PRIORITIES ACROSS FOUR PILLARS

What rose to the surface.

From each pillar the participants chose three priorities. Here are the top-ranked topics — the intersections across pillars are visible: housing, transport, trust in the authority.

Prioritisation methodology: 1) each person formulates their own view, 2) the facilitator captures it on a flipchart, 3) the group seeks an order, 4) the results are compared with the other tables.

RESULT OF THE VOTE

Six priorities. One agreement.

In the silent gallery and the two voting rounds, the 61 participants agreed on a set of six priorities across the pillars. The topic with the broadest agreement — across age and quarter of residence — came out unambiguously.

Short-term accommodation came up many times during the conversations — it was no great surprise that this very topic was chosen as the most pressing.

CHAPTER OUTCOMES

What happens next.

Short-term rentals became the main topic of the following chapter. The participants returned to it in May — at Kino 64 U Hradeb — and began to formulate concrete recommendations.
